If there is a Share button (a square with an
arrow pointing up) at the bottom of the screen, you are in Safari.
Tap it, scroll down past the row of app icons, then tap
Add to Home Screen. Open it from the new icon and the
notification button will appear.
No Share button? Then this is a chat app's own
browser, and Apple does not allow the Home Screen step here. Tap
… or the browser icon at the bottom, choose
Open in Safari, then follow step 1.
